Further more, I can get PT to follow Cubase's MTC playback, but when I move the cursor in Cubase, PT's cursor doesn't move (to reflect the corresponding video)

So I guess we'll need to discuss the MMC issue here.
I double check to make sure all is correct, but still no luck of getting cubase master pt via mmc.

even if I set all numbers to 0, there's still like 1 sec delay to start the playback.... Wondering if this is unavoidable ?
