Still not understanding what the hard purpose in upgrading is. Why do you really need to upgrade the Mac? That will guide you as well if a Mac Pro, Mac Mini, iMac etc are reasonable options.

Yes as you discovered you have the cab only plugin and can bypass the cab in the standard plugin, so you can insert affects between the two if you want (or use third party cab sims/impulse loaders)....

And just to be clear, deleting the Database stopped being a thing in Pro Tools 11 and later. But either way the popular utilities know what the correct things to do for different Pro Tools versions.

With samples that are largely read-only TRIM likely does not matter at all.

If the Samsung had heavy write load then TRIM will help, but how much, eh depends on how write busy the drive gets.

Voice packs should be irrelevant to you. HDX voices are DSP limited. You should understand that, if not read the reference guide.
