Tried all of that! I even tried reinstalling 10.3.6, and the same thing happens, which is even stranger! I also tried de-activating and re-activating my licenses, to no avail.

I meant a clean re-install of Windows. I agree, something is definitely obviously FUBAR! Very strange.
