It is DC offset. Because it only happens as you start or stop playback it is not going to be clocking etc. There is DC in that bass line.

As others have said this is an old-school peak normalisation spec. As such I would recommend using the tools what we used then.

I recommend that you buy the zplane PPMulator meter plug-in...

If you have Pro Tools HD set your Master Fader meter to BBC PPM and 5 on the scale is your target. I think Waves WLM has an Leq setting so you should be able to set that to the loudness spec.
