Are you using the Control button on the Mac Keyboard or the C|24?
Have you tried pulling your plug-ins to see if it is related to a plug-in?
Does this happen in all your sessions?

You are saying that in Pro Tools, it is moving the region correctly, but the C|24 is going in to scrub?

I tested a 7-Slot 64 Bit Magma Chassis (Model P7R4) with a Dual 2.5 G5 10.4.9 with and HD|5 installed, and do not have this issue on cs6 or cs7.

192 Firmware 4.3 and 4.9 both worked fine.
