I had this recently until I uninstalled my mbox drivers (mbox 3 and mbox 3 pro) then installed them with the "Run as Administrator" option (right click on the installer). I think this fixed it once...

Maybe you do not have the BIOS USB power settings set to "always on". That caused clock issues for my laptop.
