You could try to duplicate the existing tracks as a way to save the pan and volume information.

Then copy / paste the plug in automation including the volume and pan, once that is done copy...

Create a new path [example 5.1 bus] in the I/O page and select auto create sub paths -Check sub paths you will see all is correct there is no problem working this...

I've noticed the sub paths are also created all messed up, when made via "new track" method in Protools Ultimate 2018.12.0 so this is probably a long standing bug.
