And to clarify, the Insert Silence command has the same problem. So does duplicate or paste, in Shuffle mode, no matter what is selected.

That was it. I never even knew about this option, so I'm pretty sure I never changed it. It's possible that updating to 2019.5 changed the default for this to "off"...but in any case I'm in business....
