That worked! That file was in a few directories under System32. Removed and install went through. Looks like I'm back in business!! Thanks a bunch!! :D

I seem to be experiencing this same problem on Windows 10 for 3.7. This version was working fine for past week after introducing ipad app. Now EuControl is causing my computer to crash on startup...
