If you have access to a Windows PC, the HD Tools software works very well. You don't even need the caddy, just a IDE to Firewire adapter.

I believe you only need to register the cards with Avid if you are planning to do a hardware exchange.

do you have Bluetooth enabled? No
if you disable your network (ethernet/airport/etc) before launching Pro Tools - does it recognize the auth on iLok2?
