Sorry... I didn't have signature set up...

Those "plug in hacks" are the videos I was talking about... PT v10 and before has "new track presets" put in Avid folder in Applications. After 10, they...

If you are thinking that it is just as simple as adding a "template" to

Documents/ProTools/Track Presets/MASTER and then adding a .ptxt if it doesn't have one... like all the other versions...

I just had this same problem...

I fixed it by going up to Protools "Setup" > "Playback Engine" and even though it was already set to Scarlet, I clicked on something else then clicked back to it...
