No to both questions. From the FAQ on the Avid website:

I own a Duet/Quartet from Apogee can I get a copy of Pro Tools IO Control so I can control the interface from my Artist Series controllers...

It's exactly the same. It's just that for the new ones, Avid will be doing support/drivers/firmware, etc., and they will ship with Protools software included.
