Ok so I did uninstall/reinstall correctly.

Unfortunately audio work is not my day job, so I can't afford to sit there for days reinstalling/configuring things one by one and continually checking...

I did use the Pete Gates program, also tried deleting both the PT app and prefs. Is there some other uninstall process other than deleting the app and emptying trash?

Wiping my drive seems a bit...

If anyone using the Classic UI is willing to share their preference files, I wonder if I could use those to see if PT can load those preferences to get to Classic mode on my computer?

I did that, so it no longer shows the message about failing to load a plugin.

Yes, Full Disk Access is ON for ProTools and there's no installer hung up under General.

I don't know if this is related but I have an expired plugin trial (Vocalign) and PT asks if it should be moved to the Plug-Ins (Unused) folder...but then it's unable to...
