I'm about to try to shift some old PT hardware on eBay.

It's not the positioning of the clip that snaps to the grid, but rather the boundary of the selection you are trying to make.
Try this :
Choose Shuffle mode
Set Grid to 1sec
Zoom in on the time...

For the workflow in question I'm using Shuffle more.
The snap only occirs when CMD is pressed in conjunction with a mouse drag.

I have regular projects where I bounce a number of files from one track to another using destructive record.
Sometimes the resulting files are unreadable on a Windows PC, but are fine on a Mac....

Consolidate doesn't fix it.
(I assume that's changing something about it coming from a multitrack file? FWIW the session isn't interleaved.)
