The Pro Tools DigiLink I/O license (http://www.avid.com/licenses/pro-tools-digilink-io-license) is perpetual (never expires) and only one is needed per HDX or HD|Native system.

Your account has been fixed, so you can link the iLok User ID (https://my.avid.com/account/ilok/DefaultILok) that has your Pro Tools 10 license and purchase the upgrade.

The upgrade is based on your Pro Tools license. Avid CS should be able to get your account fixed so you can link your iLok User ID and do the upgrade.
