I think that it true. However in order to get the "HD" license to begin with, you would have had to purchase some HD hardware at some point.
So I believe the PT9 + CPTK2 is the same as PT9HD but...

Have you tried turning up the headphone volume knob? :D
Have you tried recording a instrument (line in, or Hi-z) and does that sound low as well?

If I remember correctly, you can set the clock to optical or S/PDIF (RCA).. I assume your connecting via RCA cables.
