It really depends on where your breakpoints are located and where you make the edit, but I'd say it's generally safer to always use Cut instead of Delete whether conforming or just editing.

Stems should be the same channel width as the output bus to which your tracks are routed. If your mono tracks are routed to a stereo output bus, then your stem must be stereo.
