I'm just going to suggest that Pro Tools LE 6.4 is maybe too old to work with Win XP SP3.
Having said that though, I cannot say for sure and would still go through the other suggested steps above.

For what it's worth, I found using a USB extender didn't do so well. At least, for me with an original mbox. Once I grabbed a 12' cord to replace my 6', the audio was unable to get to the drive fast...

Haha, the DUC is actually intended for users to help one another, I believe. But there's no argument that many MANY feature requests have popped up over time. Especially lately, I'd say.

Understood, thanks Tom. Could you confirm that XP32 would still be acceptable on a 64bit system, though? I'd try, but I'd really hate to reformat to XP again just to find out that I'm still screwed.
