the screenshot says it all. Your track automation is set to OFF. Switch to read/touch/latch. It will do the magic, I promise)

Option 1) export your tracks as an AAF, and kindly ask your editor to cut those, what is not a big deal at all... Then you`ll get the edited version back in full.
Option 2) get the reference track...

Yes. Get EdiLoad. That will create a "Cut Track" with empty regions representing the cuts in a picture. Or, by using the script file, it can create a "Scene" regions, if desired. Of course, you can...
