Looks like 1 of your 2 licenses should support 2020.9.1 but the Release Limit date isn't correct. I'll start a support case for you to get more info and get this solved.

Your iLok account shows that your Pro Tools Perpetual license is in your iLok Cloud. You should sign into iLok License Manager and Close Your Cloud Session then activate...
