Calibrate console w/PT meters

This is, at the least, a technical inquiry. I am running a stereo test tone (1kHz osc) from the L,R buss of my outboard console to any given pair of inputs (1-18) on my 002 rack. I calibrated the console so the tone = 0db on the VU meters. Dead on. The resulting peak level in PT reads around -18db. Can someone please educate me? What's happening here?

For a start, VU meters don't show dB they show VU and next, it depends on what the meters are calibrated to.
have a look at this picture, maybe it will help.

I'm sure someone will stop by with a technical explanation soon.
