The *.plist file tells Xpand! where to look after the content file (Xpand!.dat).
Can you please open the file, expand the "Root" entry and check, if the path you find under "Content Path" points to the folder where Xpand!.dat is located.
If not, copy the right path from the finder and paste it to the plist file's Content Path entry.

Which application do I open the *.plist in?
Sorry, I don't have much experience in this.
