4 x 2.0GHz = 8

2 x 2.7GHz = 5.4

Not quite as simple as that, but I'd put money on the quad core system being faster.

Are you sure that PT will run safely and without any problems on a quod-core Notebook, too?

Yes. It runs well on Quad core processors. One recommended setting is to set your playback engine to use one less processor core that you have to leave a processor free to handle system functions and non-realtime plugins. In a dual core processor system that means you set it to only one (50% or your processor available to the playback engine). On a quad core processor system you set it to three (75% of your processor available to the playback engine).
