ITU-1770 -24LKFS and -10dBTP
 

I'm finding a couple broadcasters are asking for -24LKFS or -23LUFS and peak levels of -10dbTP. I can understand this on stereo mixes that might be using an analogue broadcast in some countries but I thought the only way to broadcast a discrete 5.1 signal is digitally. In that case shouldn't they be able to accept a 5.1 mix that is -2dBTP? There are two broadcasters I'm dealing with that insist there spec is ITU-1770-3 but to be sure their peak is -10dBTP for 5.1 and stereo. Does anyone have any idea why this might be?

Wish I could help - I'm doing a ton of work for a client who's main broadcaster is asking for the same thing.. Tried talking to them, pointing out at ATSC guidelines, but no go...

Broadcasters are not always in control of what happens to their audio downstream - local affiliates and the like. There can be issues with the dolby-E being re-encoded , or in many cases, the 5.1 is the only thing being transmitted and is refolded down.

A lot of channels ask for this now, its not ideal but you have to go with it :(
The best answer I got was from a channel is that it allows them to use the same file for VOD and broadcast.

They are just squashing everything to try and eliminate viewer complaints about TV audio dynamic range (a lazy way to do this), make sure that everything is nice and compressed for mobile viewing (using the phone's speaker, not buds) and that they will easily be able to cram many more channels into the same pipe. Same old.
