HDX driver is not available on fresh-boot High Sierra (2018.4)

After fresh-boot mac Pro Tools can’t reach HDX driver within 5-7 minutes after the start of the macOS.
Problem has appeared since 2018.1 in January on High Sierra 10.13.3
Each time I reboot the Mac, if I want to launch Pro Tools immediately I should launch and quit Pro Tools 3 times minimum.
if after a computer boot it took 5 minutes or more, everything starts fine.
SIP is OFF. “spctl” is “—master-disable”.

Mac Pro 6.1 with Thunderbolt 2 Sonnet expansion
1 HDX card with HD Omni interface
Pro Tools Ultimate 2018.4
macOS High Sierra 10.13.6

BTW: SIP does not need to be off for Pro Tools.
Have you run Digi-Test (Check Omni and HDX Firmware
Digi-Link License in your Pro Tools Ultimate bundle?
Are you trying to use the Avid Omni?

1. Reseat Digi Link Cables?
2. HD driver from the Pro Tool dmg or independent download?
3. iLok / Pace up to date?
4. Cleared-Reset PRam?
5. Driver conflict with soundflower? (Or others..All up to date)

I don’t know about any conflicts between sound flower and any other drivers...

I tried to fresh install macOS and Pro Tools strange behavior was same.
I think maybe HDX driver conflicting with some macOS services? Or maybe thunderbolt chassis became the reason.?

Avid I/O (Omni) interface

Something else has taken over your HDX driver. That's what it is. After reboot, don't open Pro Tools but open Audio MIDI setup for the audio page and post a screenshot of that showing all the audio devices in the left column.

I think that HDX is in conflict with the Avid HDX Coreaudio because they share one equipment.

Screenshot made 10 seconds after system start. As you can see, even the Avid HDX Coreaudio driver is not in the list of available devices

Reinstall the HDX driver. Better yet, first do an uninstall (using the same installer package) and then do an install.

I don't think it is so much a "conflict" with Core Audio as If you have been using Core Audio and then shut down the computer (without first opening PT) then sometime PT looses the link to the the HD card.

Besides the above mention fixes. Note I have HD native not HDX BUT the occasional times when PT looses the link to HD Native and it is not showing in Audio Midi .... I quite PT and then hold down the (N) key while starting PT and then select HD Native which for me seems to reestablish the link and usually from then on it works on first boot up

Ok, thank you i'll try to press "N" while starting PT. I didn't know about it before, BTW. I wonder if there are any other keyboard shortcuts at boot time? :)
It would be great to remove Core Audio separately from HDX. It's unusable anyway, because It can't be used at the time when the PT is loaded. From the side of Avid, HDX Coreaudio driver is a real bad joke.
