Sample Rate Converter

Is there a sample rate conversion program or plug in that I can use to convert 44.1kHz .wav files down to 8kHz .wav?

I know, ridiculous, but I have an IVR client that requires files this small.

Yep. Pro Tools.

You can import them into Pro Tools and export to 8khz.
