Low Latency on PT HD9 not working either

On a HD2 rig...PT HD9 when using Eleven Rack as the Playback Engine, if you select "Low Latency", the plugs and sends on that channel that you're recording on get "Blued" out but they're still active. After a restart yesterday it worked correctly, today after a restart not.
