You sure should have the latest version of Pete Gates PT Prefs compatible with your OS version.

Not required or part of the Pro Tools install. I think it was an old util created by a user, see https://duc.avid.com/showthread.php?t=335540

Oh I see the confusion now. All I was trying to say, is all you should have on your system is Pete Gates PT Prefs utility. Super useful.
