PlugIn Delays & SampleRate

The Digi Plug-ins Guide tells us 3,4, or 5 samples of delay for many typical plug-ins.

Does this also apply to PT|HD's TDMII architecture?
Also, does this amount of delay, as a fixed number of samples, remain constant as one records at progressively higher sample rates?
(...and therefore, working at 96K instead of 48K, whatever plug-in induced delays you might experience are also cut exactly in half?)

Yep. for almost all plugins.

I've seen a few that have the same latency at 96K, though I can't remember which ones. It may have been the waves' mastering plugs.
