Should I be turning all the plugins off, along with adc, during tracking and overdubs? I'm using HD Accel.

No, Pro Tools automatically switches off ADC on any tracks you are recording to. I would only turn off plugins if they were "slow" and causing latency problems (but that is not my experience to date). Also I would not have mastering type plugins (multi-band compressors, etc) across the master fader which may be slow.

When I record and track the inital backing tracks (drums, guitar, etc), all the tracks have the plugins on, to ensure the "sound" is right, ie reverbs, delays etc. When I then add extra tracks, PT ensures that the latency is mimimised and so far I have had no complaints from the talent. For example, I give the vocals Eq, compression & reverb to help the talent hear themself in the best way.

I assume that you have a TDM set-up and so use TDM plugins and not RTAS which maybe slower (I seldom use RTAS plugins).
